Somewhere tonight a data centre stands finished. The steel is up, the power is run, the cooling is plumbed, and not one server inside it is doing any work. It might be outside Abilene, or on the edge of Riyadh, or an hour from São Paulo. It is complete. It is paid for. No one has switched it on.

I named this newsletter for that exact state. Still dark is an engineering status, the words a control room uses for a facility that is built but not yet energised. I have spent the last few editions upstream of it. On the town that must permit a facility, and the expert who signs it fit to run. Tonight I want to go back to the original dark, the finished thing that cannot yet work. I can now show you the shape of what is heading into it.

Twenty-two gigawatts, five campuses

Start with the scale, because it surprised me. Across the data centres we track around the world, about 22 gigawatts of capacity is under construction right now. That is an enormous amount of computing power, going up at once, in a race everyone can feel.

But it is not spread widely. Half of that 22 gigawatts sits in just five giant campuses, two of them Meta's, including the 5 gigawatt Hyperion in Louisiana. Step back to the companies, and three firms, Meta, Amazon and Microsoft, are building more than half the whole. The build spans 14 countries, from the United States to Saudi Arabia to Brazil. But its weight rests with a few firms, on a few sites. The race is smaller and more concentrated than it looks.

The bill for standing still

Every one of those buildings has to cross the line I named this newsletter for. Finished, then waiting, then working. The waiting has a price.

A single finished data centre, held while its records are sorted, loses about £11.2m ($14.9m, €13.1m) a month. That is one building. The lease that has not started. The power contract paying for nothing. Set that against a build of 22 gigawatts, and the waiting across all of it runs into the billions every month.

I cannot give you that total to the pound, and I will not pretend to. The capacity is announced, not yet metered, and one site's delay is not another's. But the direction is not in doubt. The sums are enormous, and they sit with a handful of names.

The gap is made of paper, not concrete

Here is the part that should sting. The building is not what holds things up. A data hall goes up in months. What stalls is the handover: the records, the drawings, the standards evidence that an operations team needs before it can safely run the place.

Most projects leave that work to the end. The documentation is reconciled by hand after the concrete is poured, against fifteen or twenty different standards. Every month of that reconciliation is a month the facility earns nothing. The delay is not steel or silicon. It is paper, sign-off, and the choice to treat the handover as the last task instead of a task that runs from the first day.

A number is not a switch

Knowing the scale does not flip a single building on. I have written before that no model signs the permit to operate. The last decision belongs to a competent person, who walks the plant and puts their name to it. The same is true here. The scale tells you how much capital is waiting in the dark. It does not tell you a plant is ready. A person still has to say that.

This is where I have landed after a year of writing about the gap. Good intelligence can now map the build, name the sites, and show the same picture to the operator, the financier and the town at once. What it cannot do is switch a building on. That is commissioning. That is a signature. That is human work, and it stays human.

No one has switched it on?

So we can see the build now, and it is bigger and narrower than the headlines suggest. Twenty-two gigawatts, half of it in five campuses, all of it heading for the same wait. That changes the argument. For a decade the handover was treated as an afterthought, because no one had drawn the picture.

But a picture is not a plan. The buildings do not light up because we counted them. They light up when the handover is treated as real work from the first day of construction. And when a person walks the finished plant and signs it ready. The measure is new. The work is not.

The facility stays dark until someone switches it on. Now at least we can see how much is waiting for that switch, and how few hands are on it.
